Anthropic Rolls Out Identity Verification Layer for Claude, Citing Safety and Compliance

Anthropic, the AI safety and research company behind the Claude large language model, has begun implementing an identity verification layer for certain user interactions. This new measure, confirmed via a Claude Support blog post on Tuesday, aims to bolster platform integrity, prevent misuse, and ensure compliance with evolving legal and policy requirements. The rollout is not a blanket policy applied to all users but is targeted at what Anthropic describes as "a few use cases," though the precise scope of these instances has been left somewhat generalized.

This development arrives at a time of heightened scrutiny for AI technologies, with governments and industry bodies worldwide grappling with issues of responsible deployment, potential for abuse, and the need for robust safety protocols. The introduction of identity verification by Anthropic reflects a growing trend within the AI sector to implement more stringent user management practices, moving beyond simple account creation to more robust authentication methods.

The identity verification process leverages San Francisco-based technology partner Persona Identities. Users encountering the verification prompt will be required to present a valid government-issued photo identification document, such as a passport, national identity card, or driver’s license. Alongside the physical document, users will also need to provide a live selfie to confirm their identity. Anthropic has stressed that this data will not be used for model training, nor will more information be collected than is strictly necessary. Furthermore, the company has assured users that their identity data will not be shared with any third parties beyond the verification service provider.

According to Anthropic, the verification process typically takes less than five minutes. It is important to note that non-government issued identification, including student IDs, employee badges, library cards, and bank cards, will not be accepted for verification purposes.

Identifying the Target User Groups

While the exact parameters of the "few use cases" remain somewhat opaque, Anthropic has outlined four primary categories of users that the new ID filter is designed to address: individuals who repeatedly violate usage policies, users attempting to access the service from unsupported geographic locations, those who breach terms of service, and users under the age of 18.

The enforcement against repeat offenders of the Anthropic usage policy is a critical component of this initiative. Anthropic’s Acceptable Use Policy (AUP) is a dynamic document, subject to updates designed to address emerging threats and maintain responsible AI use. These updates have historically focused on preventing cyber infringements, limiting the generation of harmful political content, and curbing the unauthorized or malicious use of AI agents. By implementing identity verification, Anthropic seeks to create a more accountable user base, making it easier to identify and act against persistent policy violators.

Geographic restrictions are another key driver for the verification process. Anthropic maintains a public list of supported countries for both its commercial API access and the Claude.ai web interface. While the company does not explicitly list prohibited nations, it points users to this list of supported regions. Commonly excluded countries, often due to geopolitical considerations or regulatory landscapes, include mainland China, Russia, Iran, North Korea, and Belarus. The current iteration of the supported countries list also indicates that certain African nations are not included. Specific territories within Ukraine, such as the occupied regions of Crimea, Donetsk, Kherson, Luhansk, and Zaporizhzhia, are also excluded, reflecting the ongoing conflict and its impact on service availability.

Age Restrictions and User Impact

A significant focus of the new policy is the restriction of access for users under the age of 18. This aligns with a growing global trend towards age-gating online services, particularly those with advanced AI capabilities. A recent account shared on Hacker Noon by user "llm_nerd" highlighted this aspect of the policy. His 15-year-old son, a subscriber to Claude Pro, reportedly had his account suspended with a request for age verification.

According to the commenter, neither he nor his son were aware of Anthropic’s strict 18-and-over rule for general usage. The email received from Anthropic stated, "Our team found signals that your account was used by a child. This breaks our rules, so we paused your access to Claude." The user did note that Anthropic provided a full refund for the current month’s subscription, a gesture that mitigated some of the disappointment.

This policy stands in contrast to the age requirements set by other major AI providers. For instance, OpenAI’s terms of use permit users aged 13 and older to access services like Codex and ChatGPT. Similarly, Google’s Gemini Apps responsible use guidelines and age requirement pages indicate that their services are available to users aged 13 and above. Anthropic’s decision to enforce an 18-year-old minimum age for general use represents a more conservative approach to AI accessibility for younger demographics, potentially impacting students and young developers who might otherwise utilize these tools for educational or project purposes.

Data Handling and Privacy Commitments

Anthropic has been explicit about its data handling practices concerning identity verification. The company states that it acts as the "data controller" for verification data, meaning it dictates how the data is used and retained. Critically, user identity documents and selfies are collected and held by Persona Identities, not directly on Anthropic’s servers. Anthropic retains the ability to access verification records through Persona’s platform for specific purposes, such as reviewing an appeal, but it does not copy or store the images itself.

The company’s statement reiterates its commitment to user privacy and data minimization: "We are not using your identity data to train our models. Verification data is used solely to confirm who you are and to meet our legal and safety obligations. We are not collecting more than we need. We ask for the minimum information required to verify your identity. We are not sharing your identity data with anyone else." This approach aims to build trust and alleviate concerns about the potential misuse or security of sensitive personal information.

Broader Implications and Context

The introduction of identity verification by Anthropic occurs against a backdrop of increasing global regulatory attention on digital platforms and AI. For example, Australia’s recent consideration of social media bans for individuals under 16 is being mirrored by similar discussions in the UK government. The evolving landscape of AI capabilities, coupled with concerns about misinformation, cyber threats, and the potential for AI to be exploited in geopolitical conflicts, is driving a demand for more robust user accountability mechanisms.

For some, Anthropic’s move will be seen as a necessary and appropriate step to safeguard its platform and comply with emerging legal frameworks. It demonstrates a proactive approach to managing the risks associated with advanced AI technologies. However, for others, particularly younger users or those in regions with limited access to government-issued identification, such measures could be perceived as overly restrictive or as an instance of commercial entities imposing what might be seen as "nanny-state" interventions.

The challenge for AI companies like Anthropic lies in balancing the imperative of safety and compliance with the goal of fostering broad accessibility and innovation. As AI continues to integrate into various facets of daily life, the debate over user verification, age restrictions, and data privacy will undoubtedly intensify, shaping the future of how we interact with and are governed by these powerful technologies. The long-term impact of these verification measures will depend on their implementation, the clarity of their application, and Anthropic’s ongoing engagement with its user community regarding these critical policy shifts.
